    Real estate appraisal jurisdiction is competency mandated by the State under the public law and enables appraisals to estimate economic value of real estate and indicate the result as monetary value.
    Estimation of real estate value by uncertified person is not appraisal and estimation of loss, damage, and removal costs is not appraisal, but scope of real estate appraisal is expanding to valuation of standard lot of land and estimation of land compensation.
    In order to appraise the just value of real estate, independence of real esate appraisal jurisdiction must be guaranteed. The independence comes from organizational independence as a matter of appraiser s duty and controling competition with other appraisers for more clients. If independence of real estate appraisal jurisdiction is not guaranteed, we had better not expect public interest from real estate appraisal system to be realized.
