The purpose of this research is to suggest the win-win partnership Official Development Assistance between Bangladesh and Republic of Korea. For this, the study analyzes on Bangladesh’s fostering polices of small-medium sized enterprises and development demands of ODA among Bangladesh SMEs. 13 SME supporting ODA programs of Korean ODA Plans were assessed for the factors of ‘importance’ and ‘industrial demands’. Bangladesh government policies and industrial bodies’ demand were calculated for the factors of ‘importance’. 28 Korean SMEs operating in Bangladesh and 25 Bangladesh SMEs were surveyed for the factors of ‘industrial demands’ The highest demand of 13 programs among 53 enterprises was the ‘supporting power infrastructures’, following by the ‘importing and supporting the idle technology of Korea’, the ‘financial assistance for trade-related’, ‘human resource development of trade business’ and so on. The statistical deference between Korean SME and Bangladesh’s was only the ‘human resource development program for trade.’ Regional difference was less likely. The high scored three programs were the ‘supporting power infrastructure’, ‘financial assistance for trade-related’ and ‘foreign investment advisory serves.’ These programs are the first things to support and push ODA in Bangladesh.
