경마산업을 왜 사행산업으로 분류하는가 = Why is the Horse - racing a gambling imdusty?

국문 초록 (Abstract)

2005년 6월 몇몇 국회의원들이 사행산업 통합감독위원회법안을 내놓았다. 이 법안이 제정될 경우 경마산업의 급격한 위축은 불가피한 상황이다. 경마산업은 사행산업이 아니다. 경주마의 생산ㆍ훈련, 경마장과 목장건설, 마권매매와 각종 정보제공 등의 산업들이 완벽한 조화를 이룬 합리적인 시스템의 산업이다. 그러나 우리나라의 경우 마권 매매 부분만 중요하게 취급되어 기형적인 형태를 벗어나지 못하고 있다.<br/>
정부는 경마계에 마권매출액에 대한 6%의 세율을 적용해 지방교육세를 징수하고 있고, 언론의 왜곡 및 편향보도는 경마산업에 대한 부정적 편견을 확산시켰다. 한편 경마 팬과 농민들을 주축으로 사행산업통합감독위원회 설치 반대 및 교육세환원을 위한 투쟁 또한 전개되고 있다. 여러 산업분야가 연결된 경마산업에 대한 중흥정책은 내수 경기 진작을 위해서도 반드시 필요하다. 경마를 사행산업으로 취급하여 규제하고 통제하려는 것은 있을 수 없는 일이다.<br/>
우리 경마산업은 아직도 개혁할 과제들이 많다. 외부적 요인에 의해 타격을 받을지라도 끊임없이 내부적 혁신을 통해서 어려움을 돌파해 나가야 한다. 질 좋은 경주마 확보로 경쟁력을 높이고, 경주품질을 끌어올리기 위해 자율경마를 확립해야 한다. 무엇 보다 경마를 중심으로 한 정책과 품질향상만이 살아남을 수 있는 길이다. 이에 무엇보다 사행산업통합감독위원회에서 경마산업은 반드시 제외되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

Some national assembly persons presented a proposal on the integrated law to supervise the gambling industry. If this law proposal is passed by the National Assembly, the industry of horse-racing is certain to be greatly affected. The industry of horse-racing is a reasonably systematic industry balancing the training of racing-horses, building a horse-racing field and a ranch to feed horses, selling the betting tickets and handling information & publicity.<br/>
The Government is imposing a tax of six percent out of the revenue of betting tickets to substitute me local education tax. However, the media focused on me negative aspect of horse-racing industry by a unfair and biased coverage of this industry. In the meantime, the fan of horse-racing and farmers are moving against establishing an integrated supervisory committee over a gambling industry as well as towards recovering the local education tax. A horse-racing industry belongs to a vital industry to improve the domestic industry. It is unfair for the Government to treat the horse-racing industry as a gambling industry, and to regulated it as such.<br/>
It is hue that the Korean horse-racing industry needs a lot of reforms. In an attempt to improve the horse-racing industry, it should be internally revamped as well as reformed. As an example, an autonomous system of racing-horses is needed not only to improve the competitive power by getting good racing horses but the horse-racing itself. A sure way for a horse-racing industry to survive is to improve the quality of horse-racing. For this, a horse-racing industry should be excluded from the integrated supervisory of gambling industry.
