서울 주민참여 예산과정의 관한 실증연구 : Ebdon & Franklin 프레임워크 활용

This paper explores the ways that are important in implementing citizen participation in the Seoul budget process. In addition, this study utilizes a theoretical model of Ebdon & Franklin(2006), and to empirically validate the model citizen participation in budgeting. The results are as follows. Seoul citizens were more active than 2013 business proposal in budgeting. In institutional terms, Seoul has built a mobile civic engagement web-site for citizens to participate on a voluntary basis. Seoul has established a rating system that can reflect the opinions from time to time.

국문 초록 (Abstract)

본 연구는 서울시의 주민참여제도의 문제점 등을 살펴보고, 현재 추진하고 있는 서울시 주민참여예산과정의 실태조사를 실시하고자 한다. 또한 본 연구는 Ebdon & Franklin(2006)의 예산과정 시민참여 이론모형을 활용하여 서울시 주민참여예산제도의 시민참여모형을 실증적으로 검증하고자 한다. 분석결과, 2016년의 사업제안 건수는 2,474건으로 2013년에 비해 1,014건이나 증가하였으며 1.69배나 증가한 시민참여가 이루어진 것으로 확인되었다. 서울시 주민참여예산사업의 최종선정건수 측면에서 살펴보더라도 2013년 최종선정 223건에 비해 2016년 최종선정 402건으로 2013년에 비해 1.8배나 증가한 것으로 나타났다. 제도적인 측면에서도 서울시민들의 적극적인 참여를 유발하도록 참여예산 모바일 홈페이지를 구축하고, 상시평가제도를 도입하여 서울시 주민참여예산제도에 대한 시민들의 자유로운 의견을 반영할 수 있도록 개선중이다.
