한국의 저임금 고용의 결정요인과 이동성

국문 초록 (Abstract)

본 연구에서는 한국의 저임금고용의 실태와 그 결정요인, 그리고 저임금 고용의 소득이동성 등을 분석하였다. 실증분석 결과 다음과 같은 사실들이 확인되었다. 첫째, OECD 정의(전체 임금노동자 중위임금의 2/3 미만)에 따른 한국의 저임금 고용의 비중은 2007년 현재 28.7%이며 2001년 이후 증가 추세를 보이고 있다. 둘째, 저임금 고용의 결정요인을 프라빗 분석을 통해 살펴본 결과, 인적자본이론 외에 노동수요 측 요인도 저임금 고용의 결정요인으로 중요하다는 것을 알 수 있다. 셋째, 저임금 고용의 소득이동성을 패널 자료를 통해 분석한 결과 저임금 계층 노동자의 1년 후 소득이동확률은 비경제활동인구 및 실업자로 34.2%, 하위중간임금계층으로 32.3% 이동한 반면, 고임금계층으로의 이동확률은 2.9%에 불과했다. 3년 후 이동확률도 거의 비슷한 수준으로 나타났다. 또한 개인의 이질성 속성을 통제하고 저임금 고용의 탈출추이를 기간경과별로 살펴본 결과, 부(-)의 기간종속성을 확인할 수 있었다. 넷째, 저임금 고용의 탈출확률에 영향을 미치는 요인을 살펴본 결과 여성이 남성에 비해, 중졸 이하자와 대졸 이상자가 고졸자에 비해, 서비스업이 제조업에 비해, 단순노무직이 다른 직종에 비해, 소기업이 대기업에 비해, 임시일용직이 상용직에 비해 각각 낮은 탈출확률을 보였다. 그러나 전반적으로 기간이 경과해도 탈출확률은 높아지지 않는 부(-)의 기간 종속성을 나타내었다. 이러한 결과로 저임금 고용이 보다 나은 임금계층으로의 디딤돌이라기보다는 막다른 골목으로 작용하고 있음을 알 수 있다.(JEL;C4, J6, J2)
