In an attempt to understand the nature of ideological conflict and issues of democratic development of South Korea, and hopefully, in order to draw some broader inferences, this study offers an analysis of South Korea's domestic and foreign policies, dating from 1948, when South Korea was formally founded. The examination on causes of ideological conflict and political instability revealed that the goals and means of South Korea domestic and foreign policy were confronted by a lot of pending problems. A problem among them is the anti-government movement among the intellectuals and students in South Korea. This kind of anti-government movement is closely related to the illegal acts of South Korea's political leaders in 1970's. In addition, this problem of South Korea has been aggravated by North Korea's propaganda strategy. In conclusion, this study is to offer some methods for the national development in South Korea that is faced with lots of problems, including North Korea's threat.
