韓國 公務員의 腐敗防止에 관한 硏究

국문 초록 (Abstract)

腐敗가 國家發展을 沮害하는 암적인 要素로 작용하고 있다는 사실에 대하여는 疑問의 여지가 없다. 특히 行政이 國家發展을 先導하고 있는 開發途上國에서의 公務員의 腐敗는 國家의 存立에 까지 致命的인 영향을 미치고 있다.
따라서 公務員腐敗 防止가 最優先의 國家的 課題임을 깊이 認識하고 이에 조금이나마 寄與코자 하는 소망에서 腐敗의 發生背景을 비롯한 動機와 腐敗實態를 分析，考察하여 보다 巨視的이고 根源的인 防止戰略을 模索하는데 본 硏究에 目的을 두고 있다.
第1章에서 硏究의 目的 範圍 및 方法을 提示하였고
第2章에서 腐敗의 槪念，發生原因，類型，미치는 영향 등을 理論的으로 考察하였으며
第3章에서 外國의 腐敗防止制度와 우리나라의 것의 比較考察
第4章에서 우리나라 公務員腐敗의 狀況的 考察
第5章에서 腐敗防止의 方案 提示
第6章 結論의 順으로 論述하였다.
우리政府는 그동안 깨끗한 公職者像을 定立하고 不正，腐敗 추방을 위한 많은 노력을 거듭하여 왔으나 큰 實效를 거두지 못하였다.
本 硏究에서 公務員腐敗는 어느 特定要因에 의하여 發生하는 것이 아니고 여러 要因 즉 公務員 個個人의 人閒的 要因, 行政構造的 要因, 環境的 要因이 複合的으로 相互作用하여 發生되고 있음을 考察하였다.
이러한 考察을 토대로 腐敗防止方案을 다음과 같이 要約 提示한다.
(1) 政治的 安定과 政治資金의 合理化
(2) 公務員 報酬 引上을 비롯한 處遇改善 및 身分保障
(3) 無住宅 公務員에 대한 대책강구 및 退職後의 生計保障 등으로 不安心理의 解消
(4) 不正 腐敗 公務員에 대한 行政 및 刑事處罰 强化
(5) 公務員 財産公開 對象範圍 據大
(6) 公務員의 倫理觀 確立 및 國民道義 昻揚
위와 같은 腐敗防止 戰略이 成功을 거두기 위해서는 첫째 最高層을 中心으로 한 政治 執權層의 反腐敗, 反不條理에 대한 결연한 意志가 前提되어야 하고，둘째 公務員 個個人의 否定的인 行態要因, 行政構造的 要因，環境的 要因에 대한 各各의 防止戰略이 統合的 持續的으로 行하여져야 한다.

다국어 초록 (Multilingual Abstract)

There is no room for question about the fact that a corruption works as a course blocking national development, Especially, in a developing country in which the administration leads the nation's development, corruption of public official can even affect fatally to the existance of the nation.
Accordingly, Recognizing that prevention of public official's corruption is the primary task of our nation, purpose of this study is to investigate a actual situation, motivation and background of corruption, and to suggest a fundamental and allinclusive strategy.
The first chapter suggests the purpose, scope and method of the study.
The second chapter analyses theoretically the concept, type, influence and cause of corruption.
(3) Settlement of unstable mentality thruogh living security after retirement and deliberation of counter-measure for homeless public official.
(4) Reinforcement of administrative and criminal punishment against corruptive public official.
(5) Range extension of property opening of public official. (6) Moral settlement of public official and upsurging of national sentiment.
In order to achive all of above strategy, a strong will against the corruption and irrationality of the class in power should be premised and preventive strategies against negative environmental, administrative structural and practical factors of each public official should be executed continually and synthetically.
The third chapter com~ares other nation's preventive system of corruption with that of ours.
The fourth chapter analyses the corruption of public official in Korea.
The fifth chapter suggests the preventive method against corruption.
The final chapter suggests some conclusions.
Though our government have continually spent great deal of efforts for banishing corruption and injustice and establishing a fair image of public official, the efforts haven't obtained excellent results. This study investigates that corruption of public officials do not originate from certain special facts, but from various facts working together, that is, human, environmental and administrative structural facts of each personnel of public official.
Based on above analysis, some preventive methods against corruption can be summarized as followings.
(1) Political stability and rationalization of political fund. (2) Wage increase, better treatment and positional guarantee of public official.
