전자정부 구축사업 추진체계의 딜레마와 극복방안 : 전자정부특별위원회의 사례를 중심으로 = Overcoming the Dilemma in the Sturcture of E-Government Building Project : In the Case of E-Government Special Committee

국문 초록 (Abstract)

정보화 사업은 빠른 기술변화와 성장성, 업무영역의 모호성 등으로 인하여, 그리고 업무의 수평적 통합성과 조직의 수직적 할거성으로 인하여 정책패러독스가 상존한다. 정책패러독스는 일정한 사회적 조건이 주어지면 딜레마로 발전하여 정책실패를 야기한다. 따라서 이러한 사회적 조건이 주어지지 않도록 추진체계의 설계가 이루어져야 한다. 우리나라의 전자정부 구축사업은 그동안 여러 형태의 조정기구의 변화가 있었지만 할거주의로 인한 딜레마를 극복하기 어려웠다. 최근 활동을 환료한 전자정부 특위는 비상설기구임에도 불고하고 이러한 할거주의를 비교적 잘 극복하고 사업을 성공적으로 이끌었다고 평가된다. 본 논문은 특위의 어떠한 구조적 특징이 정책딜레마를 완화시실 수 있었는지를 살펴봄으로써 향후 정보화 추진체계 설계에 시사를 얻고자 하는 것이다. 연구 결과 업무영역의 11대 과제로의 한정, 한시적이고 낮은 위상. 기회예산처의 예산 지원, 청와대의 정치적 뒷받침, 민간주도적 구조 등이 상충성, 분절성, 가치균등성 등의 딜레미를 야기하는 조건들을 완화시킬 수 있었던 것으로 밝혀졌다.
향후 이러한 장점을 살려서 다부처 관련 정보화 조정기구를 만든다면 대통령 직속으로 국가 CIO 기능을 맡는 상설적인 제2의 전자정부 특위를 설치하되, 다부처 관련 전략적 업부만을 선별적으로 관장, 문제해결 기구로서의 역할을 맡도록 하는 것이 필요하다.

다국어 초록 (Multilingual Abstract)

There are mant policy paradoxes in informatization projects The causes include rapid technological change, rapid growth of field, and ambiguity in defining the domain etc. Moreover there is a paradox between horizontal need of unity and vertical rivalry aming organizations.
Policy paradox shifts into dilemma under some social conditions and brings about policy failure. So in designing the informatization system, we have to be careful to supperess these conditions.
There have been various types of management system in korean e-government projects. But almost no system could overcome the policy dilemma arisen from parochialism.
'E-government special committee', ended its official activities recently, has been said to overcome the policy dilemma and accomplish its projects relatively well despite of being a non-permanent organization.
I wanted to get some suggestions in designing management system by searching the organizational features of this committee, and found that various factors such as limitation in the domain of business, non-permanent and lower status budgetary supporr from the Ministry of Planning and budget, political support from the Presidency, non-official civellian leader etc. have mitugated the conditions of policy dilemma such as cintradiction, discreteness equal-value.
These advantages can be used in designing new management system of e-government building. We have to make permanent 'special committee' as a national CIO under the presidency, and give it the strategic role of problem-solving among various ministries.
