Analysis of Economic Feasibility Study on Developing Tourist Complex : Mainly focused on Song-Do Tourist Complex Development Project = 관광단지개발 비용편익분석의 문제점 및 개선방안 분석: 송도관광단지 조성사업을 중심으로

The developments of tourism resources and tourism complexes have been increasing in Korea for the balanced development of the national territory, however, some tourism complex haven't make the profit yet or fail to achieve the successful development. This paper indicates that the reason of the failure is non-objective economic evaluation. Because of the characterist of tourism complex development, the feasibility study could be conducted in the subjective view of business owner.
The problem is that the tourism complex development should be conducted under the national territorial plan. So, this paper analyzes the conflict view of these two principle agent, government and business owner, for feasibility study of the tourism complex development. Among the feasibility study methods, benefit-cost analysis for the economic feasibility study has chosen for the analysis.
In particular, this paper present that case study of real-world example, Songdo tourism complex development to figure out the failure of the current development.
Songdo tourism complex plan had been approved and scheduled to be developed, but it was rejected recently. This paper conduct two different benefit-cost analysis for Songdo tourism complex development, in two different point of view, that one is for the business owner, and another one is for the public purposes.

This paper figure out the reason why these two analysis have a different results. and give the guidelines of the benefit-cost analysis for tourism complex development based on the results. Comparing the result of benefit cost analysis, the value of the financial feasibility analysis for business is 1.1297 and the value of economic feasibility evaluation for public interest is 0.6532 which means that there is a huge difference between two analysis. This paper analyzes the results and give a guideline of feasibility study in tourism complex development.
This paper expected that this analysis and the guideline help to conduct the objective economic evaluations or proper feasibility studies.

국문 초록 (Abstract)

산업구조의 변화 더불어 국민들의 관광, 복지 등의 생활수준 향상 요구에 맞추어 전국 국토의 균형적인 발전을 위한 관광자원의 개발이 많이 이루어지고 있다. 과거의 제주 중문 관광단지, 경주 보문관광단지의 성공으로 최근 해남 화원, 제주 성산포 관광단지 등의 관광단지 개발이 급증하고 있다. 그러나 상당수의 관광단지 개발이 객관적인 경제성 평가가 제대로 이루어지지 않은 채로 사업이 진행되어 수익을 내지 못하고 있거나, 개발 사업 자체가 취소, 연기 되는 등 다양한 문제점이 발생하고 있는 것이 현실이다.
본 논문에서는 이러한 관광단지 개발의 문제점에 대한 원인을 정확하지 않은 B/C분석으로 보고 잘못된 B/C분석을 수행하게 되는 원인을 분석하였다. 실제로 개발 사업에서 경제성분석은 크게 두 가지, 공공편익에 대한 경제성분석과, 투자 사업에 대한 수익성분석으로 나뉜다. 이때, 두 분석 모두에서 B/C분석기법을 사용하기 때문에 경제성 분석을 수행하는 과정에서 그 목적과 주체에 대한 명확한 기준이 세워져 있지 않다면, 비용 편익 항목을 선정하는 과정에서 혼동이 되기 쉽기 때문에, 정확한 경제성 분석 결과가 나오기 힘들게 된다. 따라서 본 논문에서는 B/C분석을 적용하는 데 있어서 공공편익에 대한 경제성분석과 투자 사업에 대한 수익성분석의 차이점을 분석하고 실제 분석을 수행하는 데 필요한 비용, 편익 항목화 가이드라인을 제시하였다.
그 결과를 토대로 최근 조성계획이 승인되었다가 다시 잠정 보류상태인 송도 관광단지에 대하여 사업성분석과 경제성분석을 각각 수행하였다. 최초 송도관광단지 조성계획의 1단계 사업계획에 대하여 B/C 결과를 비교한 결과, 투자 사업에 대한 수익성분석 결과, 재무적 타당성은 1.1297, 공공편익에 대한 경제성 분석 결과는 경제적 타당성 0.6532 라는 값이 도출되었다. 이는 사회적 비용과 사회적 편익 항목의 선정과 경제상황에 대한 낙관적인 상황을 고려하였을 때 재무적 타당성이 1보다 큰 값으로, 사실상 종합적으로 타당성이 부족한 사업으로 분석되었다. 또한 본 분석결과를 토대로 관광단지 개발 사업에서 공공편익에 대한 경제성분석의 중요성을 확인할 수 있다.
본 논문에서 제시한 공공편익에 대한 경제성분석과, 투자 사업에 대한 수익성분석에 대한 차이점과 각 목적별로 서로 다른 B/C 분석기법 수행에 대한 가이드라인은, 향후 관광단지 개발 사업뿐만 아니라, 다양한 관광자원 개발 사업 및 프로젝트 타당성 평가에 있어서 두 가지 목적을 모두 고려한 적절한 경제성 분석이 가능하도록 하는 것에 대해 도움을 줄 것으로 기대된다.
