    During this difficult period of our dependence on the I.M.F (International Monetary Fund), it is an opportune time to think about what has been the relationship between education and job training in last decade and to rethink which way we should develop this relationship in order to overcome the current economic crisis.
    In last decade the phrase $quot;job training$quot; has been very popular but recently the phrase $quot;Human Resource Development$quot;(HRD) has been used more often. The phrase $quot;training$quot; implies teaching only specific stills to workers so that they can fit into the competitive global marketplace.
    HRD is a more appropriate phrase because it implies that there is no longer just a set of diverse job training practices on the periphery of a few organizations. Rather such a phrase forces us to consider basic questions about their nature and purposes and the contributions of skill and behavior development to corporate performance.
    The Purpose of this study is to explore a new orientation toward HRD in order to prepare for the new information era. There are three research questions : First what
    is the ultimate orientation of HRD and which tasks are its tfp priorities? Second, how differently are the priority tasks conceptualized among employees in cooperation with officers in educational organizations, educational specialists, administrators in general, and administrators in universities? Third, what is the orientation of administrators in education in regards to HRD? In order to develop an effective HRD program for administrators in education, the following policy changes are recommended. First, teacher oriented trainine should become trainee oriented self development. Second, the hierarchical administrative organization system should become a team oriented working system.
    This study will present several suggestions for how these changes can be implemented and also discuss implications of a program design for human resource development.
