地方自治와 女性의 政治參與 = Local Autonomy and Women's Political Participation

This paper is a study on the Women's participation in local Autonomy. Author summarized the necessities of women's participation in political affairs, analysised the reality of the women's activities and the limitation of women's participation in political affairs, and attempted to develope the way of expansion of the women's activities in political affairs.
Human beings are known as political animals and females are not excluded in this notion. Though females fill up more than half of population, women have been for less represented than men in political affairs. Women has some limitations in political activities. Traditionally constituents are more favor to man than women. In general, women are passive in charactor and have been educated for family care. So they had less opportunities entering in political affairs actively than men. Because of these reasons, women have less chances of recruitment for the political positions.
In order to expand the women's activities in political affairs, six meanings can be considered. In cultural consideration women should effort themselves active participation in political affairs as much as men counterpart, and women must equal opportunity in political education In institutional consideration, women can be recruited into politicel position by proportional representation system. Secondly political parties can make women quota rule in choosing party candidates for elections. Thirdly congress can make bonus point rule for women candidates. Finally electoral districts can be widen as two or more winning electoral districts, so women candidates can have better chance of winning.
