내수면어업 제도의 법적 쟁점에 관한 연구 = A Study on the Legal Issues of the Inland Water Fisheries System

국문 초록 (Abstract)

문초록

우리나라의 어촌은 인구의 감소로 인해 어업인구 감소는 물론 이에 따른 어가소득 감소로 어촌인구의 급격한 감소를 경험하고 있다. 해양수산부와 통계청에 따르면 해수면어가인구가 10년 만에 39%가량 감소하였고, 2014년 141,344명이었던 어가인구는 꾸준히 줄어 지난해 87,115명을 기록하였으며, 이는 2014년 대비 38.37% 감소한 것이다. 이러한 어촌인구의 감소는 어가소득의 감소로 이어지고 결국 어촌지역의 소멸을 초래할 것이기에 어촌 지역 경제 활성화 측면에서 어촌으로의 인구 유입, 특히 젊은 세대의 유입이 이루어져야 하며 이를 위해서는 안정적인 주거환경과 경제활동이 가능해야 한다. 이에 본 논문에서는 현행 내수면어업 제도 관련 법률 현황과 그 주요 내용을 검토하고 현 시점에서의 내수면어업 제도에 대한 개선방안을 제시해보고자 한다.

Abstract

Fishing villages in Korea are experiencing not only a decrease in the fishing population due to a decrease in the population, but also a rapid decrease in the fishing population due to a decrease in fishing income. According to the Ministry of Oceans and Fisheries and the National Statistical Office, the population of sea-level fish has decreased by 39% in 10 years, and the population of fish has steadily decreased from 141,344 in 2014 to 87,115 last year.
This decreased by 38.37% compared to 2014. Since this decrease in the fishing population will lead to a decrease in fishing income and eventually the extinction of fishing areas, an inflow of population into fishing villages, especially younger generations, must be made in terms of economic revitalization in fishing areas, and for this, stable residential environment and economic activities must be possible. Therefore, in this paper, I would like to review the current status of laws related to the water surface fishing system and its main contents, and suggest ways to improve the water surface fishing system at the present time.
