북한의 핵전략 전망: ‘핵-비핵전략무기 연계’와 ‘신배합전략’ = Prospects for North Korea’s Nuclear Strategy: ‘Nuclear-NNSW Nexus’ and ‘Flexible Nuclear Combination Warfare’

국문 초록 (Abstract)

북한은 수년 전 핵무기 고도화를 통해 ‘전략국가’의 지위를 확보했다고 선언하였다. 최근에는 5대 핵심 “전략무기” 분야에서 의미있는 성과를 달성한 것으로 평가된다. 특히 사이버, AI와 같은 첨단기술을 전략무기 개발에 적극 활용하려는 움직임까지 감지되고 있는 것은 ‘전략국가’의 지위를 더욱 공고히 하려는 의도를 보여준다. 이러한 추세는 북한의 공세적이고 강압적인 대외전략과 군사전략을 더욱 추동할 것으로 판단된다. 그러나 이러한 변화에도 불구하고, 북한 핵 문제에 관한 연구와 대응은 여전히 핵과 미사일에 초점이 맞춰져 있다. 이러한 맥락에서 본 논문은 북한이 추구하는 주요 전략자산으로 판단되는 신기술을 접목한 ‘비핵전략무기’ 분야의 역량을 분석하고, 이를 바탕으로 ‘핵-비핵전략무기 연계’(Nuclear-NNSW Nexus)의 가능성과 핵전략의 진화 방향을 전망하였다. 향후 북한은 핵, 재래식 무기, 비핵전략무기를 융합한 “신배합전략”을 추구할 가능성이 크며, 이에 대응하기 위해서는 독자적인 핵무장을 가정한 새로운 대응체계의 기반을 마련해 나가야 할 것이다.

North Korea identifies itself as a "strategic state" founded on its nuclear capabilities and is believed to have recently achieved notable progress in five key areas of "strategic weapons." In particular, alongside the advancement of its nuclear and missile programs, there is growing evidence that North Korea is actively incorporating cutting-edge technologies such as cyber capabilities and artificial intelligence(AI) into its strategic weapon development. Despite these developments, research and policy responses to North Korea’s nuclear issue continue to predominantly focus on its nuclear and missile capabilities. In this context, this paper examines North Korea's "non-nuclear strategic weapons" capabilities, which are regarded as critical assets in its strategic ambitions. Furthermore, it explores the possibility of a "Nuclear-NNSW(Non-Nuclear Strategic Weapons) Nexus" and predicts the trajectory of North Korea's evolving nuclear strategy. Looking ahead, North Korea is likely to adopt a "Flexible Nuclear Combination Warfare" that integrates nuclear weapons, conventional arms, and NNSW. To address this effectively, it will be crucial to reinforce the current response systems while also laying the groundwork for a new framework that considers the scenario of independent nuclear armament.
