지방행정체제 개편의 추진 현황과 향후 과제 - 행정구역 개편을 중심으로 = The Present Condition and the Task of the Reorganization of the Local Government System

다국어 초록 (Multilingual Abstract)

The reorganization of the local government area is achieved to improve the efficiency of administration along with the preparation of the local government area in inhabitants' zone of life fitted. Recently, it can speak as general trend that the consolidation of the local government area is made for strengthening competitiveness of area. But, the consolidation of the local government area needs the solution plan of contradictory factors because positive side and contradictory side do remain. Also, because the consolidation of the local government area is apt to be clashed to comprehension of connection groups, this segment must consider. First, in central government dimension, it is various integration plan preparation that the realization convert, integration target and vision present, disadvantage prohibition by integration declare, etc... Next, in the local government dimension, it needs the integration target and vision present, intimacy with near autonomy better, integration principle ready and superior and refined, thorough examination, office building and name problem etc. solve, community respect, comprehension group's concession and intercession etc.. Only, the discussion and process of the propulsion may have to be made autonomously democratically.

국문 초록 (Abstract)

행정구역 개편은 주민의 생활권에 적합한 행정구역의 마련과 더불어 행정의 효율성을 높이기 위하여 이루어지고 있다. 최근에는 지역의 경쟁력 강화를 위해 구역 통합이 이루어지는 것이 대세라 할 수 있다. 그러나 구역 통합은 긍정적인 측면과 부정적인 측면이 공존하기 때문에 부정적인 요인의 해소방안을 마련하는 것이 필요하다. 또한 행정구역 통합에는 관련 집단들의 이해가 상충되기 쉽기 때문에 이 부분을 고려해야 한다. 먼저, 중앙정부 차원에서는 인식전환, 통합 목표 및 비전 제시, 통합으로 인한 불이익 금지 선언, 다양한 통합 방안 마련 등이다. 다음으로 해당 자치단체 차원에서는 통합 목표 및 비전 제시, 인근 자치단체와의 친밀도 향상, 통합 원칙 마련 및 준수, 철저한 검토, 청사와 명칭 문제 등 해결, 공동체 존중, 이해집단의 양보와 조정 등이다. 다만, 그 논의와 추진 과정이 자율적이고 민주적으로 이루어져야 할 것이다.
