공공문제해결을 위한 리빙랩의 최종사용자집단 구성과 제약 요인 = Organizing End-user Groups of Living Labs to Solve Public Problems

Attempts and interest in using the Living Lab approach as a means of solving social problems are increasing. In the Living Lab, which focuses on co-creation through public-private cooperation, the composition and operation of the end-user group is the most important factor. Therefore, it is necessary to examine the various factors that affect the performance of the user group and reflect it in the composition and operation of end-user group. The composition and operation of the end-user group differ according to the types of living labs which are classified by driving actors. The Maeul-yeonguwon(village research group), end-user group of Seongdaegol Living Lab led by residents, and Seuseuro-haegyeoldan(self-solving group) of ‘Sympathy e-project’are the reprsentative end-user groups of LIving Labs for solving local problem. Although there is a difference in the process of forming groups, they have in common that they are end-user groups of Living Lab for local problem-solving led by residents. In this analysis, the composition and operation of Maeul-yeonguwon and Seuseuro-Haegyeoldan, which are resident-led end-user groups, are examined, and factors that limit or hinder the performance of the end-user groups are identified. Based on this, we suggest the implications related to the effective composition and utilization of the Living Lab user group.

국문 초록 (Abstract)

사회문제 해결 수단으로 리빙랩을 활용하려는 시도와 관심이 증가하고 있다. 민-관 협력을 통한 공동창조를 핵심으로 하는 리빙랩은 최종사용자집단의 구성과 운영이 무엇보다 중요한 요소라고 할 수 있다. 따라서 최종사용자집단의 성과에 영향을 미치는 다양한 요인들을 살펴보고 사용자집단의 구성과 운영에 반영할 필요가 있다. 리빙랩 유형은 주도자에 따라 구분되며 사용자집단의 구성과 운영에서 차이가 있다. 주민이 주도하는 성대골 리빙랩의 마을연구원과 공감e사업 등의 스스로해결단은 대표적인 최종사용자집단이다. 형성과정에 차이가 있지만 마을연구원과 스스로해결단은 주민주도의 리빙랩 최종사용자집단이라는 공통점이 있다. 그런데 최종사용자집단의 구성과 운영에서는 다양한 제약 요인이 나타나고 있다. 효과적 최종사용자집단의 구성과 활용을 위해서는 점진적 규모 확장과 일정 규모로의 제한, 문제해결 플랫폼으로의 진화, 참여자에 대한 교육과 학습, 동기화 방안과 운영 원칙 설정 등이 필요하다.
