    Policy Measures to Improve Treatment of the Non-commissioned Military Officers in line with Changes in Defense Security Environment

    This study discussed more effective personnel management and treatment improvement o fnon-commissioned officers in preparation for the changing defense security environment. As can be seen from the case of developed countries, it was analyzed that the differentiated personnel management and treatment improvement policies of military officers, the analysis of the effectiveness against financial input, and the balance between working conditions and changes in the education policy system were remarkable in terms of policy. In order to complete effective defense innovation and establish a national defense posture by securing excellent officers, it is imperative not only to improve the treatment of military officers, but also to prepare working conditions in line with changes in the defense environment and to improve the compensation system. The lessons the cases of developed countries teach us are that it is essential to have a realistic compensation system as well as institutional supplementary measures for the elite military officers.
    We would like to emphasize that these measures should be implemented as key considerations for defense innovation, including military innovation currently being promoted by South Korea, and that comprehensive and systematic personnel management and a compensation system with optimal equity are essential. Therefore, this study proposes the establishment of an AI-based llfelong education support system for the elite and efficient management of military officers, the expansion of self-development support for non-commissioned officers, budget increase, degree-linked personnel policy improvement to strengthen expertise, the establishment of a branch-based university campus and educational conditions, the introduction of a Korean-style private military enterprise system, and the expansion of employment opportunities.
    In conclusion, fundamental and innovative changes are required to foster and manage elite cadres more effectively in preparation for changes in the defense environment in the future. As can be seen in the case of advanced countries, we would like to emphasize that systematic improvement measures should be prepared in line with social changes as well as treatment improvement and work environment improvement should be systematically developed and maintained. The basic areas of policy and system development for military officers are improvement of remuneration and allowance systems, improvement of welfare levels, career and career support, and improvement of organizational culture and working environment. In “Defense Innovation 4.0” currently promoted by the Ministry of National Defense, these measures should be supplemented and promoted as key considerations, and it is essential to establish a comprehensive and systematic personnel management and a compensation system with optimal equity.
