의회규모, 비례대표의석 비율 그리고 민주적 통치능력: 40개 국가를 중심으로 = Assembly Size, Proportion of Proportional Representative Seats and Democratic Governability: Focused on the 40 Countries

국문 초록 (Abstract)

이 연구는 제3의 민주화 물결을 경험한 국가 중 민선 대통령이 존재하는 정부형태(대통령제와 준대통령제)를 채택한 40개 국가를 대상으로 의원 1인당 국민수와 비례대표의석 비율이 민주적 통치능력에 미치는 영향을 분석하였다. 그 결과, 의원 1인당 국민 수가 적을수록 민주적 통치능력에 긍정적 영향을 미치고 있으며, 비례대표의석 비율이 높아질수록 정부의 효율성과 부패통제 능력에 긍정적 영향을 주고 있음이 밝혀졌다. 그리고 연립정부가 민주적 통치능력 중 참여와 책임성, 규제의 질 그리고 법의 지배에 긍정적 영향을 주고 있는 것으로 분석되었다. 이 같은 분석결과는 한국 선거제도 개정과 관련하여 의원정수와 비례대표의석 증가가 필요한 경험적 근거를 제시하고 있다는 점에서 의미를 갖는다.

다국어 초록 (Multilingual Abstract)

The purpose of this study was to analyze the effect of the assembly size and the proportion of proportional representative seats on the democratic governability in popularly elected president’s countries(presidential and semi-presidential countries). As a result, it was found that the larger assembly size has a positive impact on democratic governability. Also, the higher the proportion of proportional seats, the more positively the government effectiveness and the control corruption. It was also analyzed that the coalition government had a positive effect on participation and responsibility, quality of regulation and rule of law. This study is meaningful in that it shows the increasing the number of seats and proportional representatives in relation to the revision of the election system for the development of democracy in Korea.
