The purpose of this research is to investigate the new changes of life-long educational institutions in Korea. For the purpose, Delphi methodology was used and the subjects of Delphi survey were the workers of life-long educational institutions. 1st, 2nd, and 3rd Delphi survey were implemented and the results were analyzed by mode, median, and mean. As the theoretical framework for understanding results of Delphi survey, researcher suggested three categories of changes: accountabilities for learner, society, and institutional management. Referred these categories, the results of Delphi survey were analyzed and categorized as 11 categories: curriculum, purpose and vision, human resource management and development, teaching methods, learner, law and legal system, design and development of instructional programs, finance, publicity activities, management of facilities and equipment, and etc. And through 3rd Delphi survey and analysis, the items which were perceived as very important things by the subjects were deducted and connected with the theoretical framework which was proposed in the theoretical backgrounds. In the dimension of accountability for learner, diversification and differentiation of contents and management of curriculums were very important directions of new changes. In the dimension of accountability for society, there were many items which were related with local society. Especially, the items included the way of contributing to the development of local society and the way of using the human, physical, and financial resources of local society. And in the dimension of institutional management, the changes of management styles and methods of life-ling educational institutions were analyzed.
