The final punishment authority to arrest and interrogate criminals in the wrong way(Sahak) in province was the provincial government. However, he had to report it and receive the assent of king in order to execute the death penalty. The reports between them give an idea of the response of the provincial government for the criminals.
Lee Kwang-moon took an active attitude for the penal administration.
However, he failed to terminate it with the situation of the court to delay the receipt for it and the situation of him to deal with it carefully. So it became Cheok(staying in prison).
Jo In-young and Seo Yu-gu did not recognize the issue of imprisonment for criminals as an urgent matter, and take an active attitude for the administration. Eventually, the imprisonment from Jeonghae-persecution(1827) was terminated in Gihae-persecution(1839).
Lee Mok-yeon handled the administration for criminals in the wrong way for the agreement with the court’s persecution. After the court renewed the order for the persecution, he investigated the exile criminals preferentially.
The penal administration against them was terminated without imprisonment due to the active involvement of the court and him.
