기초의회 선거에서의 중선거구제 효과

다국어 초록 (Multilingual Abstract)

This paper aims to explore effects of the multi-member district system with single nontransferable vote in 2006 and 2010 local elections. Examining the proportionality between votes and seats in Provincial Council Election with single member district system and Municipal Council Election with multi-member district system, we find the multi-member districts did bring some significant changes in the regionalism and one party domination, but the multi-member districts did not increase electoral victories of minority parties. This suggests that it is better to keep the multi-member district system with the enlargement of 3 or 4 seats constituency as long as regionalism and party monopoly are not diminished. However, when regionalism is not considered to be a serious problem, discarding the multi-member districts and choosing the single member district system or the mixed member proportional representation system would be a better way for Korean politics.
