The purpose of this study is to develop village monitoring indicators in response to the era of population decline.
Based on related literature and previous studies, first, 77 target indicators were extracted and organized into 23 items and three large categories representing ‘depopulation’, ‘land and economic devaluation’, and ‘community disintegration’. Second, for the extracted target indicators, village monitoring items and draft indicators were assessed through expert evaluation and field survey of rural villages (village leader interview survey) based on five indicator selection criteria (issue relevance, scope clarity, investigation possibility, representativeness, and policy utilization). Third, with the evaluated village monitoring items and draft indicators, field application research was conducted in Gongju City to investigate the appropriateness of the monitoring indicators and the survey methodology and to detect problems occuring in the investigation process. Based on this, the village monitoring items and indicators were modified and supplemented, and finally, 12 items and 39 indicators were developed.
