한국어린이재단 사회복지관 모델개발 = A Study on the Development of KCF Social Welfare Center Model

Needless to say, it was very noticeable that CCF introduced Family Helper Project(FHP) programs into Korea early in 1960`s. and there is not the slightest doubt about the fact that it was one of the most beneficial influences upon our child welfare during 38 years of CCF ministry. Basically the social welfare centers of Korea Children`s Foundation (KCF) have sprung from the CCF FHP which was based upon child and family services. However, this year we are faced with a turning point in operating and program planning for our social welfare centers, mainly to develop community resources in as much as the completion of CCF support, and also to diversify our service program according to the regulations by obtaining approval from the government in 1985. Under the circumstances, the main purpose of this study is to conduce to develop a model for our social welfare center both in operation and program, in a way to cope with such difficult situation. For this, the first part of the study reviewed theoretical backgrounds of social welfare center in general including the conception, history, function and problem-solving approach of social welfare center. In developing operational model of KCF social welfare center, this study included structure model, types, personnels, beneficiaries of KCF social welfare center, and in developing program model, this study presented some basic program items for child welfare, family welfare, youth welfare, community welfare, welfare for the aged, and study and research. In conclusion, four problems and strategies are suggested as follows ; 1) In order to solve the problems of the standardization and uniformity according to the government regulations, we will have to develop unique service programs within the purview of the six program fields, in a way to apply more particularly to each social welfare center in different localities thru the need assessment of the community. 2) To solve the problem of community lack of understanding on social welfare center, we will have to activate people participation thru organizing beneficiary groups and public relations. 3) For unsuitable facilities and inadequate location of social welfare center, each social welfare center might set long-range planning to install own building which is convenient to the beneficiaries as the community center, and equip pertinent facilities for service program. 4) To cope with the shortage of budget and personnel in number, we will have to activate volunteers and develop self-support program thru membership fees.
