This paper focused on the discussion of school system at the law making process of the First Chosen Educational Ordinance in the Japanese colonial period. And observed the change of the secondary school which follows in school system reorganization. Japanese colonial government judged that hitherto school system was complicated and not suitably for Korea. So enacted The First Chosen Educational Ordinance to establish the new school system which is \to unify school system and to meet condition of times and the level of the people. The new school system to feature utility and simplicity was reorganized and the new school system composed three kinds of education, hich are common education, Professional Education, Industrial and Vocational Education. The middle educational institution changed the name from middle school to high school in the Residency-General period, and secondly changed from high school to higher common school in the First Chosen Educational Ordinance. Through the process of retitling, The middle educational institution was characterized as a complete and common education. According to the First Chosen Educational Ordinance, The private and the religious schools had to receive national accreditation. Therefore they settled school grade and concede an control of the Japanese colonial government for accreditation. but which results in the inclusion of the private and the religious school in colonial school system. Otherwise, the private and the religious schools must be remained as anon-accredited, collateral school and marginal status in the educational system.
