In 1999, Japanese Government revised Wholesale Market Law, and changed the policy concerning what wholesale-market traders such as wholesalers and intermediate wholesalers should be. The main revision point of the law was to change the principle of the mode of dealing. That is, sales negotiations between the persons concerned have been admitted since the revision. The change in the policy of the Government is to have begun to promote the amalgamation of traders. These have corresponded with the changes of the social climate : expansion of the supermarkets, enlargement of agri-cooperatives. increase of imports, decrease of profit rate of traders, and etc. In Japan, lots of traders will amalgamate in the future, and then the number will decrease greatly. And moreover, the wholesalers will have dealing over the processed imports in order to increase their profit.
