한국의 지적측량업제도의 기원에 관한 연구 - 기업자측량제도 및 도 지정측량자제도를 중심으로 - = A Study on the History of the Cadastral Surveying Business in Korea - Focus on a Enterprise surveyor System & a Provincial Designated Cadastral Surveyor System -

다국어 초록 (Multilingual Abstract)

This study is focused on describing the background of cadastral surveying
business in Korea by examination and analyzing of a Enterprise surveyor system and a Provincial designated surveyor system. The systems were introduced as the way of agency business for the first time after cadastral system was established. As a result of this study, the two systems are the origin of Korean cadastral surveying business. There were, however, many problems such as delay of the official work process for land registration, different work process by region, rat race by commercialism, problems of national control and monitoring and etc. The systems were hereby abolished by Korean Cadastral Association which is establish in 1938 as a agency to carry out whole national cadastral work.

국문 초록 (Abstract)

본 연구의 목적은 지적제도 창설 후 최초로 도입된 기업자측량제도 및 도 지정측량자제도의 실태를 조사ㆍ분석함으로써 지적측량업의 기원을 규명하는데 있다. 연구결과 1923년 도입했던 기업자측량제도와 도 지정측량자제도가 지적측량업의 기원이라고 할 수 있다. 그러나 토지이동정리의 지연처리, 전국적인 통일성과 획일성의 결여, 영리목적의 과당경쟁, 국가의 통제 및 지도감독 곤란 등 여러 가지 폐단이 발생하였다.
따라서 1931년 역둔토협회를 설립하여 국유지에 대한 지적측량을 전담하도록 개선하였으며, 1938년 조선지적협회를 설립하여 모든 지적측량을 전담하도록 제도화함으로써 기업자측 량제도와 도 지정측량자제도가 폐지되었다.
