남북한지역간 갈등 최소화와 공영을 지향하는 통일비용 지출 = A New Approach to the Cost of Korean Unification: Minimizing the Conflict betweenSoutherners and Northerners

다국어 초록 (Multilingual Abstract)

This study aims to evaluate the estimated costs of Korean unification and provide direction for alternative plans for expenditure. Most expenditure plans are mainly targeted at easing the income gap between southerners and northerners. Estimated costs vary depending on each plan`s assumptions on when Korea will be unified, how to integrate the North Korean economy with the South Korean economy, what will be the economic effects of unification, etc. Therefore, before estimating concrete costs, consensus on these issues should be built. In Germany, the conflict between westerners and easterners has not been alleviated despite a drastic income gap reduction. If southerners sacrifice too much to raise northerners` income, the conflict between southerners and northerners will be amplified. Subsidy to most northerners may force them to survive on welfare. To avoid these problems, expenditure plans should focus on building infrastructure and encouraging northerners to start their own businesses.
