부산 영상문화도시 : 성과, 과제, 대안 = A Review on the 'Cineport Busan' Plan

다국어 초록 (Multilingual Abstract)

This paper focuses on the critical assesment and some policy implication of on-going the 'Cineport Busan' plan, a development plan of film industry in Busan Metropolitan City since 2004, which is supposed to be an growth engine of Busan economy.
The author argue that the strategy of the plan is based heavily on economy oriented one. Futhermore the scale of the film industry of Busan is still small and the spill-over effect of it is limited in the respect of employment and production as well.
The conclusion is that, from the perspective of the quality of citizen's life, cultural aspects come before economic ones and the foundation of policies should be on the matching the needs of citizen and the resulting positive participation. Accordingly the policy process should be tuned to the positive role of citizen, with a suitable institutional organization.
