국문 초록 (Abstract)

1. 연구목적 및 연구방법

본 연구에서는 복지서비스 이용자에 대한 권리옹호를 위한 적극적 수단으로써 사회복지기관의 컴플라이언스의 도입과 그에 따른 과제도출을 목적으로 다음과 같은 연구 질문들을 검토하였다. 첫째, 사회복지서비스에서의 권리옹호 시스템과 컴플라이언스 관계, 필요성, 둘째, 컴플라이언스 관련 수행 실태와 유형별 분석을 통해 얻을 수 있는 특징, 셋째, 사회복지에서 권리옹호의 효과적 확립을 위한 컴플라이언스 도입방안과 과제
본 연구의 방법은 비관여적 연구(이론연구)와 관여적 연구(실증연구)의 융합으로 수행하였다. 비관여적 방법은 연구내용 전체에 걸쳐 시계열적 자료수집과 경향성 분석을 위해 필요하고, 관여적 연구는 컴플라이언스의 수행실태 분석과 도입방안 도출을 위하여 비관여적 조사 수행으로 인해 발생하는 시간적 한계를 실증적 자료수집으로 보완하기 위해 필요하다. 설문지 내용은 컴플라이언스 관련 제도에 대한 인식과 컴플라이언스의 이론적 구조를 이루고 있는 기관 운영방침, 관리자 및 직원의 역할, 교육훈련, 서비스에 대한 통보방법, 사고대응, 고충대응, 자기평가 방법, 정보공개 방법 등 컴플라이언스 전개과정에 대한 구체적인 내용을 중심으로 컴플라이언스 수행 실태에 대해 분석․평가하였다.
