사회경제지표를 반영한 거시적 교통사고 분석모형 개발 = Development of Macroscopic Traffic Accident Models with Socio - Economic Indicators

The establishment and enforcement of local level safety policy, of which autonomous communities take charge, is playing the most essential role in the establishment and enforcement of national level traffic safety policy programs. However, in case of the analysis of traffic accidents made by the nation and local autonomous entities, it is too much concentrated on the analysis of regional aspects, such as black spots or dangerous zones, so there remains a difficulty with the establishment and assessment of autonomous - community - centered traffic safety planning with such a microscopic analysis.
For the establishment and enforcement of local level safety measures, there needs to be the development of macroscopic accident analysis models that reflect the conditions and nature of the whole society rather than microscopic analysis through the existing primary factors.
Thus, this research aims to identify the effects of regional characteristics on fatal crashes by collecting the indicators that represent the regional characteristics of 226 local governments across the nation, and selecting the indicators that seem to have association with traffic accidents.
From the results of analysis, the truncated negative binomial model was selected as the most suitable one, and among the total of ten independent variables, sales volumes of oil, investment costs related to traffic accidents,foreign population, total length of roads, the proportion of highways, internal traffic volumes, and the ratio of women drivers were found to have correlation with the occurrence of fatal accidents.
As a result, it is judged that there might be a difficulty in developing a model using the currently established statistical data; thus, for more developed research later, it is necessary to consider the research with panel analysis that makes it possible to make a simultaneous analysis of cross-section data and time - series data together with the collection of new indicators.

국문 초록 (Abstract)

지방자치단체에서 담당하고 있는 지역단위의 안전정책의 수립 및 시행은 국가 전체적인 교통안전정책 사업의 수립 및 시행에 가장 핵심적인 역할을 하고 있다. 하지만 국가 및 지자체에서 실시하는 교통사고 분석의 경우 사고 잦은 지점 또는 위험지구 선정 등 국지적 측면의 분석에 치우쳐 있으며, 이러한 미시적 관점의 분석을 통해서는 지자체 중심의 교통안전 계획의 수립 및 평가에 어려움이 있다. 지자체 중심의 안전대책의 수립 및 시행을 위해서는 기존의 1차적 요인만을 통한 미시적인 분석이 아닌 사회 전체의 여건 및 특성을 반영한 거시적인 사고분석 모형의 개발이 필요하다고 할 수 있다.
본 연구에서는 전국 226개의 기초자치단체를 대상으로 해당 지역의 특성을 나타낼 수 있는 지표를 수집하고, 교통사고와 관련이 있을 것으로 판단되는 지표를 선정하여 사망사고 발생에 영향을 미치는 지역적 특성에 대하여 알아보고자 하였다.
분석결과 절단 음이항 모형이 가장 적합한 모형으로 선정되었으며, 총 10개의 독립변수 중 유류 판매량, 교통사고관련 투자비용, 외국인 인구, 도로연장, 고속도로 구성비, 내부통행량, 여성운전자 비율이 사망사고의 발생과 높은 상관관계가 있는 것으로 나타났다.
연구결과 현재 국내에 구축되어 있는 통계자료를 이용하여 모형을 발전시키는 데에는 어려움이 있을 것으로 판단되며, 향후 보다 발전된 연구를 위해서는 새로운 지표의 수집과 함께 횡단면자료와 시계열자료를 함께 분석할 수 있는 패널 분석을 통한 연구를 고려해 볼 필요가 있는 것으로 판단된다.
