The paradigm of early childhood special education has moved from the ‘child- centered’ education to the ‘family-centered’ education. The family is thus thought to be the important partner in the education of children with disabilities. This paper introduces the collective empowerment model, which is more advanced than the concept emphasizes the strength and the resource of the family. The recent trend of research on the family service is reviewed, and solutions of supporting families of infant and preschooler with disabilities are studied using the available resources applicable to our situation in which services are focused on the individual rather than family.
