수형자의 정신건강 문제와 정신건강 서비스 증진방안에 관한 연구 = A study on mental health problems among prison inmates and improvements of mental health services for them

국문 초록 (Abstract)

정신건강 문제를 가진 교정시설 수형자가 증가하고 있지만, 이들을 분리 수용할 시설 및 치료를 담당할 전문 인력이 부족한 실정이다. 정신질환을 가진 수형자들은 일반 수형자들보다 규칙위반으로 징벌을 받을 기회가 더 높고 자살 위험에도 노출되어 있다. 또한 치료받지 못하고 출소한 경우 사회에 재적응하지 못하고 다시 재범에 빠질 위험도 크다 하겠다. 본 연구의 목적은 수형자의 정신건강문제를 파악하고 정신건강서비스의 개선방안을 모색해보는 것이다. 구체적인 연구 내용은 다음과 같다. 첫째, 수형자들의 정신건강에 대한 관련 연구를 검토한다. 둘째, 수형자를 위한 정신건강 서비스 현황을 탐색한다. 셋째, 정신건강서비스 증진 방안으로 조기발견을 위한 정기적인 정신상태검사와 심리치료 프로그램 강화, 전문 인력 충원과 치료시설의 확충, 지역사회 관련기관과의 네트워크 구축 등을 고찰한다.

There is a growing awareness of the incidence of mental disorders among prison inmates. Inmates with mental illnesses are often punished for their symptoms and are formally charged with breaking prison rules than those without mental illness. In addition, if the released prisoner fail the efforts for reintegration into society, they are likely to commit a crime again. The purpose of this study is to explore mental health problems among prisoners and suggest mental health services for them. The study consists of three parts. First, the prevalence of mental health problems in Korea and western countries are explored. Second, the amount of the mental health services are discussed. Third, specific recommendations to improve mental health services include: regular mental health examination for early detection and accurate diagnostic evaluation for prisoners; integrated psychotherapy and counseling programs; employing qualified health professionals; networking of community resources for after care services.
