공적이전소득이 사적이전소득에 미치는 영향 분석

국문 초록 (Abstract)

통계청에서 발표하는 가계동향조사 1990년 1월부터 2010년 12월까지의 자료에 대한 기초자료 분석, 벡터오차수정모형을 이용한 시계열 분석, 패널토빗모형을 이용한 미시자료 분석 등을 통해 공적이전소득과 사적이전소득 간의 관계를 분석하였다. 주요 분석결과는 다음과 같다. 첫째, 사적이전소득 수혜가구의 비중이 증가할 때에는 시장소득 대비 사적이전소득의 비중이 감소하고, 반대로 사적이전소득 수혜가구의 비중이 감소할 때에는 시장소득 대비 사적이전소득의 비중이 증가하는 것으로 나타났다. 둘째, 벡터오차수정모형을 이용한 시계열 분석결과 공적이전소득 증가가 사적이전소득에 미치는 효과는 통계적으로 유의하지 않았다. 셋째, 패널토빗모형을 통한 미시분석 결과 공적이전소득에 대한 사적이전소득의 탄력성은 1990년대 중반까지는 음의 값을 갖는 것으로 나타나지만, 이후 점차적으로 통계적으로 유의하지 않거나 작으나마 양의 값을 갖는 것으로 나타났다. 이상의 결과는 우리나라에서 공적이전소득의 사적이전소득 구축효과가 점차 약화되고 있음을 보여주고 있다.

By using the 1990~2010 monthly household income and expenditure survey, we analyzed the effect of public transfer on private transfer. Estimation results from the VECM show that the effect of public transfer on private transfer is not statistically significant. According to the estimation results from the random effect panel tobit model, the public transfer income elasticities of private transfer income had significant negative signs till the mid 1990s, but since then they had insignificant negative signs or significant positive signs. These results imply that the crowding out effect of public transfer on private transfer has been gradually weakened.
