문화투쟁의 장(場)으로서 북한의 ‘한류’ 다시보기 - 제임스 스콧 논의를 중심으로 = Reconsidering North Korea’s “Hallyu” as a Field of Cultural Struggle - With a Focus on James Scott’s Discussion

국문 초록 (Abstract)

북한은 2020년 이후 내부 주민들을 대상으로 사상⋅문화 통제 법령을 강화하며 대대적인 문화정비 사업을 펼쳤다. 배경에는 북한 청년집단 사이에서 유행하고 있는 ‘남한 문화’가 있다. 본문은 김정은 정권하 북한 청년들이 남한 문화를 소비하는 행위를 단순한 일탈의 수준을 넘어, 체제와 권력에 대항하는 ‘은밀한 저항행위’로서 표출하고 있을 가능성에 대해 살펴보았다. 제임스 스콧(James C. Scott)의 ‘은닉대본(hidden transcript)’과 ‘공개대본(public transcript)’ 개념을 토대로, ‘남한 문화’, 즉 ‘한류’는 북한 청년들이 자율적 욕망을 분출하고 투쟁하는 ‘은밀한 저항행위의 공간’이자, 북한 정권에게는 권력이 개입하는 ‘공개적 통치 공간’으로서 작동하고 있는 이중적 공간임을 설명한다. 본 연구는 남한 문화를 북한 청년과 정권 사이의 역동적인 ‘문화투쟁’ 공간이 자 사회변동의 ‘잠재적’ 매개로서 보다 면밀히 살펴볼 필요가 있음을 이론적 검토와 사례를 통해 주장한다.

Since 2020, North Korea has strengthened its ideological and cultural control laws targeting its internal population and launched a large-scale cultural reform campaign. Behind this lies the popularity of “South Korean culture” among North Korean youth. This article examines the possibility that North Korean youth under Kim Jong-un’s regime are expressing their consumption of South Korean culture not merely as acts of deviation but as “covert acts of resistance”, as articulated by James C. Scott in his theory of everyday resistance and hidden transcripts, against the regime and power. Drawing on James Scott's concepts of “hidden transcript” and “public transcript,” the article explains that “South Korean culture,” or Hallyu, functions as both a “space for covert acts of resistance” where North Korean youth express their autonomous desires and engage in struggle, and as a “public space of governance” where the North Korean regime intervenes with its power. This study argues, through theoretical analysis and case studies, that South Korean culture should be examined more closely as a dynamic “cultural struggle” space between North Korean youth and the regime, as well as a “potential” mediator of social change.
