제주도의 경제 성장과 지속 가능성-GRDP의 한계와 GPI를 통한 지속 가능성 평가 = Economic Growth and Sustainability in Jeju Island-Limitations of GRDP and Sustainability Assessment through GPI

This study aims to evaluate the comprehensive development level of Jeju Island by analyzing the Genuine Progress Indicator (GPI) across economic, environmental, and social dimensions. To achieve this, the GPI for Jeju Island was calculated for the years 2000 to 2021, and the trends in GRDP and GPI were comparatively analyzed. The results showed that while GRDP generally increased, GPI exhibited periods of decline or stagnation at certain points. Notably, since 2019, the COVID-19 pandemic led to a decrease in tourism revenue, resulting in a decline in GRDP, whereas GPI showed an upward trend. This trend can be attributed to the reduction in environmental pressures and the recovery of natural resources due to the decrease in tourist numbers, and such effects may have a long-term impact on GPI. This study suggests that GPI, as a complementary indicator to GRDP, can be effectively utilized as a policy tool for promoting sustainable development.

국문 초록 (Abstract)

본 연구의 목적은 제주도의 참발전지수(GPI)를 분석하여 경제, 환경, 사회적 측면을 포괄한 종합적인 발전 수준을 평가하는 것이다. 이를 위해 2000년부터 2021년까지의 제주도의 GPI를 산출하여, GRDP와 GPI의 변화 추이를 비교 분석하였다. 연구 결과, GRDP는 대체로 증가하는 반면, GPI는 일정 시점에서 감소하거나 정체되는 양상을 보였다. 특히 2019년 이후 COVID-19 팬데믹의 영향으로 관광 수입이 감소하면서 GRDP가 하락했으나, GPI는 증가하는 경향을 보였다. 이는 관광객 감소가 환경 부담을 줄이고 자연 자원의 회복을 촉진한 결과이며, 이러한 효과는 GPI에 장기간에 걸쳐 영향을 미칠 수 있다. 본 연구는 GRDP를 보완한 지표로서 GPI를 활용하여 지속 가능한 발전을 위한 정책 지표로 사용할 수 있다는 시사점을 제공한다.
