정치 환경의 변화와 대인지뢰금지규범의 확산: 대인지뢰에 대한 의제화(framing)와 한국대인지뢰대책회의의 활동을 중심으로 = Political Environment, Framing, and NGOs' Tactics at the Localization of the Anti-Landmine Norm in the Republic of Korea

국문 초록 (Abstract)

이 글은 대인지뢰금지규범이 국내로 유입되는 과정에서 정치 환경이 대인지뢰에 대한 의제화와 反대인지뢰단체의 활동에 미치는 영향을 검토한다. 보수 성향의 김영삼 행정부는 대인지뢰의 안보효과에 집중했다. 반면, 남북관계에 집중한 김대중 행정부는 대인지뢰가 남북분단에 미치는 부정적 영향에 초점을 맞추었고 진보 성향의 노무현 행정부는 대인지뢰로 인한 민간인 피해를 상대적으로 부각시켰다.
反대인지뢰단체는 김영삼 대통령 재임기와 김대중 대통령 재임 초기 국방부와 갈등적 관계를 유지했다. 反대인지뢰단체는 대인지뢰로 인한 민간인 피해자의 존재를 드러내어, 대인지뢰가 인간안보에 도움을 준다는 한국 정부와 국방부의 주장을 반박하였다. 반면, 노무현 대통령 재임기 反대인지뢰단체는 인적 연결망을 통하여 정부 부처로 진입한 과거 사회운동 관여자와 함께 지뢰피해자를 구제하기 위하여 협업하였다.

다국어 초록 (Multilingual Abstract)

This paper presents that political environment affects the framing of anti-personnel landmines and anti-landmine NGO's tactics to regulate landmines in the Republic of Korea from 1996 to 2007. The two progressive administrations tended to frame anti-personnel landmines as a barrier against the reconciliation between the two Koreas and a source of human insecurity. Meanwhile, the conservative Kim Youngsam administration described anti-personnel landmine as a deterrence against North Korea's aggression. Political environment also influences the realignment among anti-landmine NGOs, the Ministry of National Defense, and National Assembly. In the progressive Roh Moohyun admistration, anti-landmines NGOs cooperated with the Ministry of National Defense and the National Assembly, as political activists who had been involved in social movement activities were appointed into governmental agencies and elected into the National Assembly. In contrast, in the conservative Kim Youngsam administration, anti-landmines NGOs, which tried to debunk the presence of civilian landmine casualties, maintained a conflictual relationship with the Ministry of National Defense.
