등록사항정정 대상 토지의 합리적 관리 방향 = Rational Management Directions of Lands for Revision of Registered Matters

다국어 초록 (Multilingual Abstract)

Perception of land for correction of registered matters has changed beyond provision of information. The satisfaction and perception of civil complaints concerning the provision of information on the land have faced social and economic resistance. Therefore, the satisfaction and perception need to be reviewed for contribution to the exercise of property rights through improving rationality and logicality. This study is to clarify and respond to perception of land for correction of registered matters. In particular, in order to improve the response to and perception of land for correction of registered matters, typical types are reviewed and their improvement and perception are analyzed. In order to achieve the purpose, the study focuses on land for correction of registered matters, landowners and civil servants. The primary and secondary data are collected through the field study and internet and both the descriptive and systematic approach are used. The study has been reviewed and analyzed from the following perspective. First, land for correction of registered matters and its approaches are reviewed in terms of concepts, characteristics and positions, literature review and framework. Second, the situation and limitation of land for correction of registered matters are analyzed based on arrangement, situations and limitations. Third, directions of land for correction of registered matters are suggested in terms of connection to land resurvey project, improvement of application method, changes in perception of land for correction of registered matters and counter strategy.

국문 초록 (Abstract)

등록사항정정 대상 토지에 대한 민원인이 느끼는 인식의 정도가 단순히 제공된 정보에 대한 만족을 뛰어넘어 그 이상으로 발전하고 있다. 따라서 등록사항정정 대상 토지의 정보제공에 대한 민원의 만족 및 인식은 사회적·경제적으로 많은 저항에 직면하고 있어 향후 이를 합리적이고 논리적인 방식으로 개선하여 국민의 재산권 행사에 일조할 수 있도록 구체적으로 검토하여 향후 등록사항정정 대상 토지에 대한 민원인 및 일반인의 인식을 명확히 하고 대응하는데 목적을 두고 있다. 특히 등록사항정정 대상 토지에 대한 민원인의 반응 및 인식을 제고하기 위하여 대표적인 사례로 대두되는 유형을 구체적으로 검토하여 그 개선 및 인식를 검토하고자 한다. 이를 위한 연구범위는 등록사항정정 대상 토지에 한정하고 그 대상은 토지소유자 및 공무원에 한정하고자 한다. 조사방법은 실제 현장 조사 및 인터넷 조사를 통하여 1차 및 2차 자료를 수집하였으며, 접근방법은 서술적 접근방법과 체제론적 접근방법을 병용하고자 한다. 연구결과는 다음과 같은 관점 및 내용에서 도출하고자 하였다. 첫째, 등록사항정정과 접근 틀은 등록사항정정의 개념과 성격과 지위, 선행연구, 접근 틀 차원에서 검토하게 된다. 둘째, 등록사항정정 대상 토지의 현황 및 한계는 실제 정리 및 현황, 등록사항정정 한계차원에서 이루어진다. 셋째, 등록사항정정 대상 토지정리의 방향은 지적재조사사업과의 연계, 신청방식의 개선, 등록사항정정에 대한 인식변화 및 대응 전략 차원에서 검토하게 된다.
