범죄자 프로파일링 효용성 논의에 대한 고찰 = A Study on the Effectiveness of Criminal Profiling

국문 초록 (Abstract)

지능화ㆍ전문화된 연쇄 강력범죄나 ‘묻지마 범죄’와 같은 무동기 범죄가 발생하면 경찰은 사건 해결을 위해 범죄자 프로파일링을 범죄 수사에 활용하고 있다. 대중매체에서도 프로파일러의 활약을 긍정적으로 소개하는가 하면 일반 시민들도 프로파일링을 효과적인 범죄 수사방법으로 인식할 정도이다. 범죄자 프로파일링은 범죄자의 보이지 않는 심리·행동·지리적인 특징들을 분석하여 범죄를 예측하거나, 범죄자 특정, 범죄장소 추정, 보이지 않는 증거확보 등 다양한 형태로 범죄 수사과정에 적용하고 있으며, 미국의 연방수사국(FBI) 국립폭력범죄연구센터 (NCAVC)를 비롯하여 여러 선진국 수사기관들은 폭력범체포프로그램(ViCAP), 폭력범죄연 계분석시스템(ViCLAS) 등과 같은 프로그램을 범죄 수사에 활용하고 있다. 우리나라에서도 외국의 선진 수사기법을 적극 활용해야 하는 필요성에 의해 2000년부터 국내에 도입하여 운영되고 있으나 여러 선진국과 달리 한국형 프로파일링 프로그램이나 전문인력이 아직 부족한 실정이다. 이에 본 연구는 국내 외 문헌 분석을 통해 프로파일링의 제도 전반을 소개하고, 그 효용성의 실체를 분석하는데 목적을 두었다. 프로파일링을 하는 과정에서 체계적이고 실용적인 프로파일링을 하기 위해서 수사 기관과 학계의 관심과 깊이 있는 연구가 시급하며, 이러한 필요성을 바탕으로 프로파일링에 대한 개념과 효용성을 평가하고 적용한계와 향상 방안에 논의를 집중하였다.

다국어 초록 (Multilingual Abstract)

In the event of an unsynchronized crime such as intelligent and specialized serial violent crime or Irrational Crime, the police are using criminal profiling to solve the case. The media also positively introduces the profiler s performance, while ordinary citizens recognize profiling as an effective method of criminal investigation. Criminal profiling analyzes invisible psychological, behavioral, and geographical characteristics of criminals to predict crimes and to apply them to criminal investigation processes in various forms, including crime-specific, criminal-specific, crime-site estimation, and unseen evidence. The National Center for Violent Crime Studies (NCAVC) of the U.S. Federal Bureau of Investigation (FBI) and other advanced countries investigative agencies use programs such as ViCAP, and violent crime-linked analysis systems (ViCLAS) for criminal investigation. In Korea, criminal profiling has been introduced and operated since 2000 due to the need to actively utilize advanced foreign investigation techniques, but unlike many advanced countries, there is still a lack of Korean-style profiling programs and professionals. This study introduced the whole system of profiling through the analysis of literature at home and abroad, and aimed at analyzing the substance of its utility. Attention and in-depth research by investigative agencies and academia are urgently needed to provide systematic and practical profiling in its process. Therefore, based on this need, the study focused on assessing the concept and utility of profiling and discussing the limitations of its application and improvement plan.
