정책의 정당성 논의를 위한 차별성 기준의 적용: 중소기업 정책자금 지원정책 사례를 중심으로 = Differentiation Criteria for Evaluating the Justification of Public Policy: The Case of Government Loan Programmes for Small Businesses

This study intends to discuss a new approach on the policy justification issue which is an essential element for public policy making and its continuous implementation, and it points out that lots of earlier policy research has been focused on the rationality of each public policy for evaluating its justification. Though evaluating policy justification by its pure rationality criteria is very ideal, there are quite serious problems in practicing rationality criteria, and it must be consideredthat each public policy is connected with other policies. Therefore, differentiation of each policy in the relationship with other policies can provide better alternative criteria for policy justification. With regard to this argument, this study conducts an empirical analysis dealing with the government loan program for small businesses in order to discuss policy differentiation. According to the results of the analysis, it can be concluded that the government loan program by SBC has shown more differentiation capability on the loan program for marginal borrowers such as smaller and newly constructed firms, innovative small firms, and firms having temporary financial trouble compared with private banks and other public agencies, which is interpreted as a better justification for the government loan program for small businesses.

국문 초록 (Abstract)

본 연구에서는 개별 공공 정책의 형성과 지속적 추진을 위한 핵심적인 원동력으로서 정책의 정당성에 대한 논의를 시도하고 있으며, 기존에 많은 정책 연구들이 정책의 정당성을 주로 개별 정책의 합리성에만 초점을 맞춰 평가하고 있다는 점에서 문제를 제기한다. 개별 정책에 대해 순수한 합리성의 기준에서 정책의 정당성을 평가하는 것은 이상적이지만 실현 가능성에 한계를 가지며, 또한 모든 정책들이 다른 정책과의 관계 속에서 구성되고 있다는 점을 고려할 때, 정책의 차별성에 대한 논의가 정책의 정당성을 논의하기 위한 실질적인 기준으로서 활용될 수 있음을 주장한다. 이와 관련해 실증분석에서는 중소기업 정책자금 지원정책의 사례를 중심으로 정책의 차별성에 대한 분석 결과를 바탕으로 해당 정책의 정당성에 대한 논의를 구체적으로 수행하였다. 분석 결과, 특히 중소기업진흥공단을 통해 이루어진 중소기업 정책자금 지원정책의 경우, 소규모 신규기업, 소자본의 혁신형 기업, 일시적인 경영위기를 겪고 있는 중소기업 등과 같은 한계적 대출자들을 대상으로 하는 정책자금 지원정책의 차별성이 다른 민간 금융기관이나 정책자금 지원기관에 비해 높은 차별성을 나타내고 있음을 파악하였으며, 이에 따른 정책의 정당성 강화를 지적하고 있다.
