사회적 자본의 정책 영향:제주도 감귤 생산자간 협약이행을 중심으로 = The Policy Impact of Social Capital on the Implementation of Agreement between Tangerine Producers in Jeju Province

국문 초록 (Abstract)

본 연구는 사회적 자본이 지역구성원 간의 기회주의적 행위를 저감하고, 공동목표달성에 어떤 영향을 주는지를 밝혀보는데 그 목적이 있다. 이러한 분석을 위해 본 연구는 제주도 감귤생산농가들이 가지고 있는 네트워크, 규범, 신뢰 등 사회적 자본요인들이 감귤생산농가 간에 맺어진 공급량 감축협약이행에 어떤 역할을 했는지를 살펴보았다. 이 연구는 350명의 감귤생산농가를 대상으로 설문조사를 하여 회귀분석을 실시하였다. 그 결과 본 연구에서 선정한 9개의 설명변수 중 6개 변수, 공적토론, 직위역임, 자기정보, 심적부담, 위반인지, 협약신뢰가 α=0.01 수준에서 통계적으로 유의성이 있는 것으로 판명되었다. 특히 의미 있는 영향을 준 변수 중에서 협약이행에 미치는 정도가 큰 것은 ‘지역주민이 자신의 감귤원에 대한 정보를 알고 있는 정도(자기정보)’, ‘규범을 위반 하였을 때 느끼는 심리적 부담(심적부담)’ 그리고 ‘다른 사람이 자신의 위반을 알게 되는 정도(위반인지)’로 밝혀졌다. 그러나 단순한 일차적 접촉에 의한 주민인지, 경조사참석, 조직참여는 협약이행에 의미 있는 요인으로 작용하지 않았다. 본 연구는 지역문제를 해결하는데 있어서 지방정부의 개입을 최소화하고 지역주민 스스로 해결할 수 있는 자발적 협력을 증진시키는데 사회적 자본이 매우 유용하다는 점을 시사하고 있다.

다국어 초록 (Multilingual Abstract)

This study attempts to find the impact of social capital, which is believed to decrease the probabilities of opportunistic behavior among community members in a common goal for such members. This study looks into networks, norms and trust embedded in community members to know what roles these factors play in carrying out the supply reduction program of tangerine products agreed upon among tangerine producers in Jeju Province. Among nine independent variables, six variables turned out to be statistically significant at the 0.01 level in a regression analysis. Those are 'The level of participation in debates on public affairs', 'The number of taking public positions', 'The level of psychological burden brought about by breaking norms', 'The probability of being recognized as being in violation of community rules', 'The knowledge level of community members about my tangerine orchard' and 'Trust from the good results of community agreement or public policy'. On the contrary, three variables such as 'The level of people recognized among community members', 'The level of participation in wedding ceremonies, birthday parties or funeral services' and 'The level of mere membership in associations.' As such, it implies that we should give more attention to the specific characteristics of social capital to improve the success of implementing social convention or public policy.
