日本社會의 北韓觀 : 實體와 變化 展望 = Japanese Society’s Perceptions toward North Korea : Realities and Problems

국문 초록 (Abstract)

현재 일본사회에서는 북한을 어떻게 인식하고 있는가. 북한체제의 장점을 높이 평가하던 일본사회의 시각이 어떤 계기로 현재와 같은 ‘네거티브 캠페인’으로 바뀌게 되었는가. 빠른 속도로 확산되고 있는 ‘한류’는 북한에 대한 부정적인 사회 분위기와 어떤 상관관계를 갖는가. 일본사회의 북한관은 어떤 특성을 지니고 있으며, 앞으로 어떻게 변화되어 갈 것인가. 이것이 이 논문에서 다룬 주요 내용이며, 연구 결과 얻은 결론은 다음과 같다.
첫째, 일본의 대북정책은 국제정치적 요인보다는 국내정치의 역학구조에 의해 좌우되는 측면이 더 강하다. 정부와 정당 내의 보수세력과 혁신세력의 입장에는 커다란 차이가 있으며, 이것이 ‘촉진회’와 ‘구출회’의 입장으로 대변되고 있다.
둘째, 일본사회의 대북관에는 ‘일본식 오리엔탈리즘’적 특성이 강하게 내재되어 있다. ‘한류’ 현상으로 인해 일본사회가 한국의 사회·문화에 관심을 갖기 시작하고 있고 한국에 대한 편견을 수정하는 계기가 마련되고는 있지만, 그렇다고 사회심리구조 내면에 자리 잡고 있는 ‘조선’과 ‘조센진’에 대한 일본 특유의 오리엔탈리즘이 약화되거나 사라졌다고 단정하기는 아직 이르다.
셋째, 납치문제를 둘러싸고 북한은 가해자, 일본은 피해자라는 인식이 빠른 속도로 확산되고 있으며, 이로 인해 ‘북한 때리기’의 집단사회심리가 강화되고 있다.
넷째, 매스미디어의 보도 성향으로 인해 편향적인 북한관이 일본사회에 확산되고 있으며, ‘보통국가’를 지향하는 보수우익세력은 북한에 대한 부정적인 여론을 적절히 활용하고 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to shed light on the following related questions: What is the Japanese society’s perception toward North Korea? What are the main features of Japanese society's negative perception of North Korea?
Nowadays, there are two different perspectives of North Korea in Japan. These are reflected in the division between the pro-North Korean and anti-North Korean communities. In the postwar era, pro-North Korean scholars and associations in Japan dominated the North Korean images and operationalized the North Korean propaganda in Japan. In the past, such well-known Japanese publishers and journals as Iwanami Shoten, and Sekai, remaind pro-North Korean, and pro-North Korean associations in Japan perceived the Korean image in bifurcated terms: “North Korea is the utopia,” while “South Korea is a bad nation.”
After the abduction accident, however, negative campaigns and images are prevailing quickly in Japanese society. And the “Korean boom in Japan” clearly is the sign for overcoming the notion of Japanese Orientalism. But, “Korea” mainly means “South Korea,” not “North Korea.” Therefore, Japan’s positive perception of South Korean culture has replaced the previous North Korean image.
In conclusion, there has been no change in Japanese society’s perceptions toward North Korea despite efforts to improve relations between the two countries. In particular, Japanese negative perceptions of North Korea are not likely to change as long as Japan’s typical broadcasting pattern is maintained.
