참여정부의 지방분권정책과 문재인정부의 과제

다국어 초록 (Multilingual Abstract)

From the beginning of the Kim Dae-jung government to the Park Geun-hye regime, the Korean government proposed local autonomy and decentralization as major tasks at the time of its inauguration, but soon lost its momentum.
The purpose of this study is to examine the products and limitations of the Roh Moo-hyun government s decentralization policy, which has a strong will to decentralization among the previous governments. Based on this, we propose direction and task for successful decentralization policy.
The limitations of the Roh Moo Hyun government s decentralization policy are as follows. First, the Roh administration missed the period of decentralization policy.
Second, even within the Roh Moo-hyun administration, centralized claims were stronger than decentralization claims and lost momentum. Third, the conceptual confusion of balanced development and decentralization hindered the promotion of decentralization. Fourth, it failed to form a national discourse on decentralization.
In order to effectively promote decentralization without repeating the limitations and problems of the decentralization policy of the Roh Moo-hyun government, it is necessary to amend the Constitution to pursue a decentralized right now. As mentioned above, most decentralization policies are reforms that are expected to lead
to resistance to vested interests.
Second, Moon Jae-in Government must select and execute executable priorities for that period. The previous government has pursued 20-40 policy tasks in parallel to realize decentralization. However, there were not many tasks that actually achieved the goal. Therefore, Moon Jae - in will likely need a strategy to select and focus on
the right tasks during his term.
Third, in order to promote decentralization practically and continuously, laws such as the Local Autonomy Law and the Local Finance Law, which form the basis of the local autonomy system, should be revised to pursue decentralization.
Finally, it should promote the strengthening of financial decentralization.
