비화재보로 인한 오인출동 저감방안에 관한 연구 = A Study on Mistaken Dispatch Reduction Measures due to Unwanted Fire Alarms

국문 초록 (Abstract)

화재가 발생하였을 때 5 min 이내에 도착하여 골든타임을 확보하는 것은 인명안전에서 중요한 부분이다. 그러나비화재보로 인한 오인출동이 발생되고 있어 이에 대한 근본적인 저감방안을 모색할 필요가 있다. 이에 본 연구에서는 비화재보 오인출동과 관련된 통계 및 실태조사와 비화재보에 관한 소방공무원의 인식에 대한 설문조사를 실시하였다. 그 결과 문제점으로 화재감지설비의 비화재보로 인해 출동할 수 있는 경우와 전화신고로 인한 오인출동의 경우가 혼용되어 사용되고 있고, 당해 소방대상물의 이해관계자들 간의 역할분담 문제, 기기의 노후화 등 유지·관리적문제, 통계시스템 미구축 등을 확인하였다. 이를 저감하기 위한 방안으로 법적 용어정리, 이해관계자들 간의 협업,내구연한 기준 지정, 비화재보조사서 개발 등을 제안하였다.

다국어 초록 (Multilingual Abstract)

In the event of a fire, it is important to arrive within 5 min and fully utilize the “golden time”. However, it is necessaryto find a fundamental reduction plan for this purpose, as mistaken dispatch due to unwanted fire alarms do occur. Therefore,we conducted a survey on statistics and fact-finding related to unwanted fire alarms, as well as a survey on the perceptionof fire officials regarding unwanted fire alarms. As a result, problems include mixed use of people who can be dispatcheddue to unwanted fire alarms from the fire detection systems and cases of misreporting via phone, issues of role sharingamong stakeholders of the fire target, and maintenance and management issues such as aging of equipment, And thestatistical system was not established. To reduce this, organization of legal terminology, cooperation among stakeholders,designation of durability standards, and development of the dispatch report about unwanted fire alarms.
