The purpose of this study is to develop models to explain and understand local politics in Korea. To complete the purpose, this study depends on the related literatures, experiences, and our impression. For developing models, mayor/county chief, the private elites(ex : the traditional representative groups of citizen), local bureaucrats, and citizens are set as important political actors, and the study tries to show various ideal models according to their cooperation and conflict.
This study develops three types of models such as Bureaucratic Coalition Model, Ruling Class Coalition Model, and Local Coalition Model in pre local autonomy era. First of all, bureaucratic coalition model is composed of mayor/county chief cooperates with local bureaucrats in the context of formality. Secondly, ruling class coalition model based on the class is composed of mayor/county chief with private elites. Thirdly, local coalition model based on the locality is composed of local private elites with local bureaucrats.
Finally, in local autonomy era, this study describes the characteristics of local politics such as the fast growing of citizen group, the appearance of strong mayor/county chief, disintegrated local bureaucrats, the limits of the representation of local representatives for citizens, and etc.
