지역거버넌스 네트워크, 사회자본 그리고 지역정책 = Local Government Network, Social Capital, and Local Policy

With four cases of local policy obtained from different local governments, this paper analyses the model of local governmence, the role of local social capital, and the results of local policy. The results of analysis are that, first, local government exists under conflict or cooperation appearing various interests of actors at an open issue network. second, this is affected by role of local social capital, and that affects results of local policy. This findings show the real situation of local governmence and local social capital at local community.

국문 초록 (Abstract)

이 연구에서는 상이한 지방정부에서 약간의 시간선후를 두고 추진된 네 가지 지역정책사례들을 대상으로 지역거버넌스 네트워크의 모습과 지역사회자본의 역할, 그리고 여기서 나타나는 지역정책결과를 탐색하여 보았다. 탐색결과 지역거버넌스 네트워크의 모습은 개방적인 이슈네트워크 속에서 행위자들의 다양한 이해가 표출됨으로서 갈등과 대립이 지속되는 경우와 갈등 속의 협력으로 나가는 경우가 있었다. 이러한 지역거버넌스 모습은 문화규범이나 반응성향, 그리고 상호작용유형 등 사회자본의 역할에 의하여 영향을 받고 있었고, 이에 따라 지역정책의 결과도 영향을 받고 있었다. 이러한 탐색은 우리의 지역사회에서 지역거버넌스 네트워크와 지역거버넌스 사회자본의 실태를 알 수 있게 하였고, 이를 토대로 지역거버넌스 능력강화와 여기서 사회자본은 어떠한 역할을 해야 하는가에 대한 정책함의를 도출할 수 있었다.
