관광자원으로서 호수의 개발방향 수립을 위한 여건분석 지표개발 = Development of Evaluation Index for Establishment of Development Direction of Lakes as Tourism Resources

The purpose of this study is to develop an index for circumstance analysis to establish the development direction of lakes as a tourism resource. For this, based on the first preliminary index arranged through literary research, it was developed through a four stage systematic process of expert counsel meeting, Delphi study, and development of index. Upon conducting Delphi studies on two separate occasions, the index contained five major categories such as general status of lake, tourism resources, tourism infrastructure, regional capacities, and tourism development investment environment, and under it were 15 sub-categories and 62 items. Based on the study results and conclusion, five policy projects were presented such as development of circumstance analysis of the lake, issuing of lake white pages and regular updates, systematic production and management of lake statistics, diagnosis index monitoring and continuous supplementation, and specialization of diagnosis index management administration and network systemization. This study is expected to contribute to tourism policy development as it established the basic system for development circumstance analysis for promoting lake environments in the recent tourism market and government policy environment, while also presenting practical research results that can be used directly by the administration.

국문 초록 (Abstract)

본 연구는 관광자원으로서 호수의 개발방향 수립을 위한 여건분석 지표를 개발하는데 목적이 있다. 이를 위해 문헌연구를 통해 정리한 1차 예비지표를 토대로 전문가 자문회의, 델파이 조사, 지표개발 등 전체 4단계의 체계적 과정을 통해 개발되었다. 총 2회에 걸쳐 진행된 델파이 조사 결과, 지표는 호수 일반현황, 관광자원, 관광인프라, 지역역량, 관광개발 투자환경 등 5개 대분류에서 15개 중분류, 62개의 소분류 항목이 최종 도출되었다. 조사결과 및 결론을 바탕으로 호수 여건분석 매뉴얼 개발, 호수 백서 발간 및 주기적 갱신, 호수 단위 통계의 체계적 생산 · 관리, 넷째, 진단 지표 모니터링 및 지속적 보완, 진단 지표 관리 행정의 전문성 및 네트워크 체계화 등의 5 가지의 정책과제를 제시하였다. 본 연구는 최근의 관광시장 및 정부정책 환경에서 호수 관광 활성화 여건 진단 지표에 대한 기본 체계의 확립과 함께 행정에서 직접 활용 가능한 실용적인 연구 결과를 제시하고 있다는 점에서 관광정책 개발에 기여할 것으로 판단된다.
