기초자치단체 청년 정책지향이 청년 이동에 미치는 영향

국문 초록 (Abstract)

본 연구는 우리나라 226개의 시·군·구를 분석대상으로 기초자치단체 청년 정책 방향성이 청년 이동에 미치는 영향을 살펴본 연구이다. 분석결과, 기초자치단체의 청년 정책은 순 이동률에 긍정적인 영향을 미칠 것을 예상한 바와 반대로 유의미한 영향을 미치지 않는 것으로 나타났다. 이러한 결과는 두 가지로 추측할 수 있다. 청년층의 유출이 높은 지역에서 정책 지향성을 높여 통계적으로 발견하지 못했을 경우, 또는 기초자치단체에서 청년 정책을 형식적으로 제정했을 경우로 해석된다. 이는 기초자치단체의 청년지원 사업에 대한 방향성 정비와 정책 확대에 대한 고민이 필요함을 시사한다. 본 연구는 청년을 정책 대상으로 보았으며, 지방자치단체의 정책이 청년에게 실질적 영향을 주는지 파악하고자 분석한 것에 의미가 있다고 볼 수 있다. 청년정책과 지역균형 발전은 유기적인 관계임을 바탕으로 정책 수혜자로 여기는 지원의 성격을 벗어나 청년의 삶의 질을 상승시킬 수 있는 정책개발이 필요하다. 아울러, 청년의 지역 정주와 유입을 위한 대안적인 함의를 제시하였다.

다국어 초록 (Multilingual Abstract)

This study analyzes 226 cities, counties, and districts in Korea and examines the impact of basic autonomous community youth policies and policy orientations on youth mobility. As a result of the analysis, the youth policy interest of the basic autonomous organizations was expected to have a positive effect on the net migration rate, and the opposite reverberation, the youth policy orientation of the basic autonomous organizations did not have a significant impact. These results can be interpreted as cases where policy orientation has been increased in areas with high outflows of young people, which has not been statistically found, and when youth policies have been formally enacted in basicmunicipalities.
This suggests that there is a need to refine the direction of the youth support projects of the basic autonomous organizations and to think about expanding the policy. This study looked at youth as a policy target and is significant in its analysis to see if local policies have a real impact on young people. It suggested that youth policy and regional equilibrium development need to be developed on the basis of organic and that policies that can improve the quality of life of young people are necessary.
