국가균형발전을 위한 지역혁신체제 정책모형과 과제 = Building-up a regional Innovation System for Encouraging Balanced National Development in Korea

The aim of this study is to examine the policy model and issues concerned with building up a Regional Innovation System(RIS) to encourage a balance of national growth and regional development in Korea. Since the 1990s, RIS has been highlighted as one of the new industrial development strategies in a knowledgeᅳbased economy, it can be understood that the RIS is related to the concepts of clusters, networks and governance which contribute to the 니pgrading of economic actors' capabilities of innovation and learning in the regions This st니dy suggests the dual approaches to conceptual model and operational model as RIS policy agendas. The RIS conceptual model refers to an analytical framework of innovation systems based on main factors and their relations in a RIS. But the RIS operational model should be built up the region-specific innovation system in order to stimulate the autonomous formulation of the regional innovation promotion plans by each region. So this study examined the process of building a RIS in order to consider a various industrial conditions and potentials of each region. This study suggests policy issues based on RIS model as follows. 1) Fostering territorial production system based on strategic industry in the region. 2) Building a market-oriented enterprise-support services system 3) The development of regional science and technology 4) An expansion of regional innovation infra-structure for industrial clusters 5) Establishing a development agency for autonomous governance of the region.
