국내외 산업클러스터의 성공사례와 시사점 = A case study of successful industrial clusters and political implications

While the inter-regional unbalance in Korea is getting worse, industrial cluster is considered as a new regional industrial development strategy. The formation of industrial clusters can give keys to improve business environment and to activate regional economy. It is necessary to create some industrial clusters with global competitiveness so that we could generate innovations and make industrial structure more highly organized. The era of industrial clusters has been come. All industrial countries are trying to create and develop industrial clusters in their regions. The Silicon Valley is the prototype of successful cluster. Kista Sicence Park in Sweden and Oulu Technopark in Finland are world famous IT clusters which followed Silicon Valley model. Other countries such as Ireland and China have chosen the cluster strategy of government initiative development. There are some kinds of cluster categories, those are 니niversity or research institute driven clusters, major corporate driven clusters and locally specialized industrial clusters. In order to create new competitive regional clusters in Korea, some polices are needed as follows: First, the paradigm of industrial location must be changed from industrial complexes to industrial clusters. Second, in the early stage, it is important to make a few star clusters . Third, different strategies should be prepared because of the diversity of cluster categories. Fourth, Cluster policies must be linked to the development policies of regionally specialized Industries. Fifth, strong linking between industries, universities and research institutes can enhance the innovative ability of clusters. And finally, the public sectors must do as a trigger while they have to let the private sectors form the clusters by themselves.
