Landau의 가외성에 따른 지방문화원과 지역문화재단의 협력 방안 연구

국문 초록 (Abstract)

지방문화원과 지역문화재단 간 기능의 유사·중복에 대한 논의는 그동안 주로 기관 통폐합이나 구조적 재편성에 초점을 맞추어 전개되어 왔다. 그러나 M. Landau의 가외성(redundancy) 이론에 따르면 중복적 구조는 상호보완적 협력과 제도적 유연성을 강화할 수 있는 잠재력이기도 하다. 본 연구는 사례를 통해 지방문화원과 지역문화재단 간 유사 중복 사업을 가외성의 측면에서 분석하고 이를 바탕으로 정책적 함의를 도출하는 것을 목적으로 하였다. 연구 결과, ‘중 첩성’의 관점에서 대덕문화원과 대전문화재단은 상호보완적 협력을 통해 시너 지를 창출함으로써, 중복된 역할에서 오는 부담을 해소하고 상호의존성을 강화 하였다. ‘중복성’의 경우, 부천문화원과 부천문화재단은 문화도시라는 공통 목 표 하에 ‘10만 문화벨트’ 사업을 위한 협력체계를 구축한 결과, 자원의 낭비를 최소화하며 사업의 규모와 영향력을 확대하였다. 또한, ‘동등잠재성’의 경우, 춘천문화원과 춘천문화재단이 공동으로 수행한 ‘디지털기록관’ 사업은 지방문 화원의 자료와 역사적 자산이 디지털화 작업과 결합하여, 지역 문화재의 보존 과 활용을 확대하였으며, 김포문화원과 김포문화재단의 ‘김포아트빌리지’ 사업 역시 협력을 통해 지역문화의 발전에 기여할 수 있는 잠재력을 보여준다. 그러나 이러한 협력은 주로 단발성에 그쳤으며, 향후 지속적인 협력 체계를 구축하는 것이 필요하다.

다국어 초록 (Multilingual Abstract)

Discussions on the similarity and duplication of functions between local cultural centers and local cultural foundations have been ongoing for a long time, and these discussions have mainly focused on institutional consolidation or structural reorganization. However, according to M. Landau's theory of redundancy, a redundant structure can be interpreted as the potential to strengthen complementary cooperation and institutional flexibility rather than simple inefficiency. The purpose of this study was to analyze similar overlapping projects between local cultural centers and local cultural foundations in terms of extraneousness using multiple case studies and to derive policy implications based on this. As a result of the study, it was confirmed that from the perspective of 'overlapping', Daedeok Cultural Center and Daejeon Cultural Foundation can resolve the division of overlapping roles and strengthen interdependence by creating cooperative synergy through complementary cooperation while classifying their unique roles. In the case of 'overlapping', the Bucheon Cultural Center and the Bucheon Cultural Foundation established a cooperative system through the '100,000 Cultural Belt' project under the common goal of being a cultural city, minimized waste of resources, and expanded the scale and influence of the project. In addition, in the case of 'equivalence potential', the 'Digital Archives' project jointly carried out by the Chuncheon Cultural Center and the Chuncheon Cultural Foundation confirmed that the data and historical assets of the local cultural center can be combined with the digitization work of the Chuncheon Cultural Foundation to maximize the preservation and utilization of local cultural assets. The Gimpo Art Village project of the Gimpo Cultural Center and the Gimpo Cultural Foundation also shows the potential to contribute to the development of local culture through cooperation. However, such cooperation was mainly one-off, and it is necessary to establish a continuous and systematic cooperation system in the future.
