The purpose of this study is to analyze the effectiveness of continuing education for agricultural extension officers through the lens of its practical on-the-job application and to suggest directions for improving future education and training program design. To achieve this, the study examined the relationships among the perceived characteristics of education programs, individual psychological traits, and the level of practical application as recognized by participants in agricultural extension training. The independent variables were program characteristics (job relevance and transfer design) and individual characteristics (self-efficacy and motivation for practical application). Demographic characteristics (gender, age, highest level of education, years of service, and job relevance) were set as control variables. The dependent variable, on-the-job application, was divided into job application effort and job application practice in order to identify the behavioral level of practical application.
The study population consisted of 4,435 agricultural extension officers affiliated with local rural development institutions nationwide. The study sample comprised 449 valid responses from officers who had participated in training programs conducted by the Rural Human Resource Development Center (RHRDC) of the Rural Development Administration between 2022 and 2024. Data were analyzed using SPSS 28.0, employing descriptive statistics, independent sample t-tests, analysis of variance, correlation analysis, and hierarchical regression analysis.
The results showed that, first, among demographic characteristics, gender, highest level of education, and job relevance significantly affected the level of practical application. Male participants, those with a master’s degree or higher, and those whose work was related to the training content showed higher levels of on-the-job application. Age and years of service did not show statistically significant differences. Second, job application effort was significantly influenced in order by transfer design, motivation for on-the-job application, job relevance, and self-efficacy. Third, job application practice was significantly influenced in order by transfer design, motivation for on-the-job application, and self-efficacy. In the case of job application practice, demographic factors were not significant, indicating that the quality of the training design and individual psychological characteristics exert more influence on actual on-the-job application.
Based on these findings, in order to improve the practical application of continuing education for agricultural extension officers, it is necessary to design education and training programs that take into account participants’ gender, educational background, motivation for practical application, self-efficacy, transfer design, and job relevance.
